Everything in Scrum is by design. Designed with empiricism by observing successful teams. You can apply Scrum to get your team up and running with tried Scrum values and practices and Agile principles. Scrum is fun as well as effective. If a team is newly started, I prefer to run Scrum for a start. This will get the team to function well and in time also to perform well.
